Renamed the Osmond Improvement & Service District in 2024, the district was formed in 2019 as the Happy Valley Water Improvement District and subsequently acquired ownership of the infrastructure and water rights. In 2024 the Happy Valley Water Improvement District regionalized with the Osmond Pipeline Company. The existing district now operates the TWO hydraulically separate public water systems with plans to replace existing infrastructure and supply all users with single delivery system in the near future.
